A fugitive gunman who went into hiding after killing two people at a Queens Fourth of July party returned to New York in handcuffs to face murder charges Wednesday.

Victor Ocasio, 28, was so angry that his younger brother was arrested at a house party in Jamaica that he sprayed five bullets at revelers, killing two of them, including a young mom.

Police caught up with him in Wilkes-Barre, Pa. on Nov. 3, and on Wednesday, he was arraigned in Queens.

Ocasio’s brother, Joseph, 21, was busted at the party, at 170th St. near 107th Ave., for allegedly slapping and pushing a woman holding a baby.

Ocasio later drove by the house at about 3:20 a.m., shooting Jasmine Quattlebaum, 27, in the head, and Herman Mullings, 28, three times in the back, cops said. Both died.

“I’m going to shoot up the house,” Ocasio told Quattlebaum’s brother, Justin, in a threatening phone call made shortly before the attack, cops said.

A third victim, William Watson, 32, survived a gunshot wound to his right arm.

Quattlebaum left behind a young son and daughter, friends said.

Ocasio was ordered held without bail Wednesday.
