In August 2021, Scotland’s then First Minister Nicola Sturgeon announced a public inquiry, established under the Inquiries Act 2005 and supplemented by the Inquiries (Scotland) Rules 2007. It was to look at “all matters relating to the handling of the pandemic that were within our devolved competence”.
