Former US Navy Secretary Richard Spencer expresses concern over China and Russia's growing alliance and questions the motives behind President Xi Jinping's decision to visit an individual accused of war crimes by the International Criminal Court ICC.

"One of the major issues that Secretary Mattis, who was my boss when I was there, really stressed to everybody in the Department of Defence was the last thing we want to do is drive Russia and China together," he told Sky News host Erin Molan.

"Nothing good can come of that."
