Sky News host Chris Kenny says coal mines will have to buy carbon credits under a Labor government after a "pleasingly clear" answer on the matter by Shadow Climate Change Minister Chris Bowen.

Mr Kenny said it comes after Shadow Assistant Minister for Climate Change Pat Conroy "assured voters" there would be no carbon credits for coal mines.

"It was left to the shadow climate change minister to clear it up on Sunday," Mr Kenny said.
