Russian President Vladimir Putin claims there's certain positive developments in talks between Russia and Ukraine.

The assessment came as he met his ally Belarusian President Alexander Lukashenko in Moscow.

Mr Lukashenko said the Russian invasion was just in time and was not started by Russia.

“It is not us who started this war, we have a clean conscience, it is a good thing that we started,” he said.
