Former Victorian Liberal Party President Michael Kroger says Opposition Leader Anthony Albanese's "modus operandi" is "to do nothing" and be an invisible target.

"He doesn't want to win the policy war," Mr Kroger told Sky News host Andrew Bolt.

"He wants to run dead on every issue and hope the government expires".
