People are not taking the threat of a COVID-19 seriously, which is facilitating the spread of the disease, according to doctor Mukesh Haikerwal.

Prime Minister Scott Morrison says every resource will be used to deal with the boom of COVID-19 in Victoria which recorded 75 new cases in the past 24 hours – the highest jump since March.

The state's Health Minister Jenny Mikakos said the latest batch of cases were "overwhelmingly concentrated" in 10 Melbourne suburbs which Premier Daniel Andrews has identified as community transmission hotspots.

The number marks the 13th straight day of double-digit COVID-19 cases.

Mr Haikerwal told Sky News Australia is partially “a victim of its own success” when it comes to fighting the novel pathogen.

“I think there is a combination of reasons why we are in this situation,” he said.

"It is inevitable when you have locked down, and then letting some things happen again, like with schools.

"I think the big issue is people are not taking this seriously.

"I think the words, there is no solution, we don’t have any choice, we don’t have another chance, needs to be taken home.

"This bug is nasty."
