National cabinet has declared all states should make coronavirus testing mandatory for all travellers in hotel quarantine.

Outgoing federal Chief Medical Officer Brendan Murphy told health officials they had the authority to keep people locked up if they refused to be tested.

Victoria declined to impose the rule despite revealing almost a third new arrivals were let into the community without being swabbed.
