The Trump administration is "really pushing hard" for US economies to reopen by the end of August but the decision rests with "state governors" who are making "patchwork decisions", the Australian's Cameron Stewart says.

Mr Stewart said the majority of states seeking to reopen were Republican states, noting Georgia's governor and "ally of Donald Trump" Brian Kemp was in favour of his state opening quickly.

"He has opened up restaurants and movie theatres, nail and hair salons, even tattoo parlours," he said.

"Donald Trump put out his own guidelines for states to reopen just last week and that was to have a 14-day fall in infections. That has not happened in Georgia. It's a test case for what might happen if states open early."
