The Australian Financial Review's Phillip Coorey says the government "knows what we've got to do" to protect the economy but doing so will prove "difficult economically and politically".

Mr Coorey suggested the government needed to look at company tax and GST reform to revive the COVID-19 affected economy but said the move would be unpopular.

"If you can come up with a broader package that all the governments at different levels share the pain with, you have a better chance of selling it," he said.

"We've got to get out of this hole and Phil Lowe has said the current economic settings are not going to get us out - we've got to bite the bullet at some stage."
