US President Donald Trump says America will be open for business "soon", confirming a decision will be made as to whether the country's businesses will resume operations at the end of a nationally mandated 15-day shut down period.

"We can not let the cure be worse than the problem itself," the president said.

"Normal life will return and our economy will rebound very strongly but right now in the midst of this great national trial, Americans must remain united in purpose and focused on victory.

"Our country was not built to be shut down," he said.

The president also spoke against any growing xenophobic sentiment, namely against Chinese nationals residing in the US and abroad.

President Trump said "clinical trials for existing drugs" that may fight the COVID-19 virus would open tomorrow, expressing optimism at a number of vaccines being explored.

"Countries with malaria have had an interesting thing happen... there's very little semblance of the virus in those countries," he said.

"So we'll see what happens."

The White House said it would make 21 million N95 masks available to the public with distribution commencing first in the state of New York.
