For Prime Minister Boris Johnson -- whose Conservative Party lacks a majority in the House of Commons -- rolling the dice might give him the break he needs to complete Britain’s often-delayed divorce from the European Union. But it’s not in his power to call an election, and the opposition Labour Party, whose consent he likely needs, won’t give it to him, yet.
