White House scraps foreign aid cuts plan

The Trump administration has backed off a plan to rescind more than $4 billion in unspent foreign aid funding, after a bipartisan backlash on Capitol Hill and pressure from Secretary of State Mike Pompeo, according to sources familiar with the talks.
The White House budget office had been drafting the plan for submission to Congress this week, which would trigger a 45-day freeze during which time the State Department and U.S. Agency for International Development would be unable to award grants or sign contracts in the targeted accounts.
