He's basically running the unincorporated town in Refugio County since Hurricane Harvey slammed into the town over two weeks ago, leaving many residents homeless, businesses shuttered and debris lining roads. At times the people of Tivoli have felt forgotten as aid and media attention flowed west toward Rockport and east toward Houston.
