Herald Sun Political Editor Tim Minear says the rapidly rising cases of COVID-19 and the prospect of further lockdowns is taking a toll on the mental health of many Melbourne residents.

Victoria recorded 191 new cases of COVID-19 in the past 24 hours, the single highest day of new cases recorded by the state since the pandemic began.

There are now 772 active cases of COVID-19 in Victoria and 438 may be community transmission.

The surge in cases occurred after the Victorian government revealed there had been failures within the state's quarantine system.

Mr Minear told Sky News people are frustrated that a failure in the quarantine procedures has led to this outbreak.

"I think there is frustration about the hotel quarantine situation," he said.

"Victoria lead that nationally, Daniel Andrews was someone who really pushed for that, and to see how its has failed, and Daniel Andrews admits that, the government admits that, I think that has definitely frustrated people.

"Going back a couple of weeks, I got the sense people in Victoria didn't grasp the fact that this virus isn't dead, there was always the risk of another outbreak.

"Once the virus got a little out of hand, the risk is that it can spread more quickly."
