Hotel quarantine staff who were “poorly trained, lowly paid and completely unqualified” have been a major source of the largest COVID-19 outbreak in Victoria since the Cedar Meats scandal, according to Victorian Opposition Leader Michael O’Brien.

Residents from 36 Victorian suburbs are set to enter four weeks of lockdown and will be unable to leave their homes unless they are exercising, seeking or providing medical care, purchasing essential items or going to work.

Mr O’Brien said while Premier Daniel Andrews has been attempting to blame families, young people and his own ministers for the COVID-19 spike in his state, “ultimately when you are a leader the buck stops with you”.

“This is really a failure of leadership,” he told Sky News host Peta Credlin.

The premier has admitted it was breakdowns in the Victorian hotel quarantine program which has led to the virus spreading throughout the suburbs, Mr O’Brien said.
