Daily Telegraph National Political Editor John Rolfe says the aim of a newly proposed code of conduct is to "finally bring" tech giants Google and Facebook "to the negotiating table" over share advertising revenue.
On Monday it was revealed digital giants Facebook and Google will soon be obliged to pay for the use of news content on their platforms after the federal government accelerated its time frame for a Mandatory Code of Conduct.
The ACCC has been tasked with coming up with the code which aims to address the imbalance between digital platforms and Australian media companies.
It will cover the distributing of data, ranking and display of news content as well as sharing any of the revenue generated.
Mr Rolfe told Sky News host Peta Credlin "the ACCC and the government both think its high time" the tech giants pay for content.
"It can hardly come as a surprise to them".
